As a current college student with a year of tutoring experience, most K-12 matierial is still fresh in my mind. My own life experience has made me an optimist that anybody can improve their skills in math, as long as you stick to it! I went from nearly flunking out of geometry in ninth grade (I had to go down to the lowest section in my grade) to excellent scores in math achievement and SAT tests, and survival while earning BS and MS degrees in geophysics at MIT. More recently, I tutored my son in college calculus, and was able to witness him going from low proficiency to an A in his final exam in the class.
